To All PROPERTY OWNERS Within The WESTSIDE SEWER INITITIVE'

Within the last few years, you are probably aware of an organized effort to determine the feasibility of a wastewater treatment system for a proposed area of our community in the form of a ULID that has become known as the Point Roberts Westside Sewer Initiative.

Certainly, when it comes to the consideration of such an important project, the number #1 concern is 'how much will it cost me?' If this petition meets the standard, a process will be put into motion, as is outlined in WA State RCW Chapter 57.16.060 that will determine the costs to' each property owner and to address at a public hearing all our individual questions and concerns before any individual property owner commitments are made. We only wish to have the facts.

While we have the property owner commitments to satisfy the acreage requirements outlined in WA State RCW Chapter 57.1.6.060, it is our true intent to make this a community project that can benefit all of our various individual property situations.

We encourage you to carefully read and consider the attached petition and in the spaces provided: - include the addresses and/or lots of each property you own within the proposed ULID area thar is highlighted in ATTACHMENT'B'; - print your name and sign as the legal owners of the stated properties; - and place the signed petition in the enclosed postage-included envelope provided with the return address in the window and simply drop in the return mail.

WE WISH TO EMPHISIZE THAT BY SIGNING THIS PETITION, THERE ARE ABSOLUTELY NO FINANCIAL OBLIGATIONS TO YOU OF ANY KIND !!

For your review, we have also included, in part, the following recently updated septic regulations from the WA State DOE (Department of Health) to assist you in making a more informed decision regarding your Point Roberts' property. Effective July 1,2007

WAC 246-272[-0270-Operation,Monitoring & Maintenance- Owner Responsibilities

  1. The OSS (On-site Sewage System) owner is responsible for operating, monitoring, and maintaining the OSS to minimize the risk of failure, and to accomplish this purpose, shall:
    (a) Obtain approval from the local health officer before repairing, altering or expanding an OSS:

    (b) Secure and renew contracts for periodic maintenance where required by the local health jurisdiction;

    (c) Obtain and renew operation permits if required by the local health jurisdiction;

    (d) Assure a complete evaluation of the system components and/or property to determine functionality, maintenance needs and compliance with regulations and any permits:

    (i) At least once every three years for all systems consisting solely of a septic tank and gravity SSAS (Subsurface Soil Absorption System);

    (ii) Annually for all other systems unless more frequent inspections are specified by the local health officer

Since we do have a deadline we are attempting to meet, we are asking for you to please remit by no later than October 1". Thank you for your consideration.
